August 2009 San Antonio Realty Market Update

San Antonio continues to see an increase in home buying – thanks in large part to first-time home buyers motivated by a up-to-$8,000 tax credit. But the median price failed to increase in August, and experts are blaming the growing flood of short sales and foreclosures.
San Antonio recorded 1,761 single-family home sales in August, a 2 percent increase from last August.
It’s the second month in a row the volume of sales has topped the previous year’s number, ending a yearlong slump.
“I believe that people are feeling a little more confident,” said Florence Terrell, chairwoman of the San Antonio Board of Realtors. “I understand that retail sales are starting to increase. I imagine that will carry forth with single-family home purchases.”
Sales volume has been driven up by the up-to-$8,000 tax credit for first-time buyers, as evidenced by the large number of home sales less than $200,000, Terrell said. Almost 72 percent of sales fell in that category.
The credit will continue to have an effect this month. Terrell said buyers who want to take advantage of it will need to have a house under contract within the next two weeks in order to make the Dec. 1 deadline.
Pending sales are up as well, showing an almost 3 percent increase to 1,501.
The increase in home sales was not matched by a price increase. The median price for single-family homes in August was $147,800, SABOR reported Wednesday, a 2 percent decrease from a year ago.
Terrell blamed that on a high number of short sales and foreclosures. Bexar County has 1,554 properties posted for the Oct. 6 foreclosure auction. That’s up from 1,132 for the Sept. 1 auction and a 51 percent increase from the 1,026 listed in September last year, according to www.RexReport.com.
The company changed its methodology in May, so the September 2008 numbers might be inflated with some listings that would not have been included in this month’s report.
Gregg Stanley, owner of RexReport, explained that part of the increase in October from September is likely because lenders had a few more days to post for the Oct. 6 foreclosure auction than they did for the Sept. 2 foreclosure auction.
Still, Stanley said, the percentage of first-time listings has increased, which means new people are feeling the economic hurt.
There were 195 sales of lender-owned homes in August, according to SABOR. Those are sales of homes, including foreclosures and short sales, that have been taken over by lenders.
Of those lender-owned sales, 190 were sold for less than $200,000 according to SABOR.
Lenders taking over homes means there’s a supply of houses in the lower price range, and that’s driving down the median price, said Linda Rasmussen, sales manager for San Antonio firm Exit Realty-TC Austin.
“They’re driving the median home price down because that’s what’s selling. That’s what selling because that’s what San Antonio can afford,” Rasmussen said.
SABOR estimates there are about 11,600 homes on the market representing about an eight-month inventory, meaning the board calculates it will take eight months to sell those houses. Those numbers represent a fairly stable market, Terrell said.
“Right now we may be considered in a buyers’ market,” she said. “But when the supply of homes drops below six months, we will be in a sellers’ market. That’s when prices increase. That’s my expectation for the coming year.”
Rasmussen agreed with Terrell, saying that sales and prices will increase, albeit slowly.
“Prices will probably continue to go up, but, like they have in the past, very gradually,” Rasmussen said. “There’s not going to be a very big increase in prices.”
